Canada plans to shrink civil service, Champagne says

Canada to Reduce Civil Service

Finance Minister Francois Philippe-Champagne announced that the upcoming budget will shrink the federal public service, excluding military and police, which currently numbers 357,965 people.

“If you look at how many people we have today, and what we had before COVID-19, we need to get back to something more sustainable,”

Champagne stated that the reduction will be achieved through process improvements, program mergers, and better technology use, and that the government will be "transparent", "compassionate", and "smart" in reducing headcount.
