The city has released a report into the investigation of former Sedona Mayor Scott Jablow and Sedona Chief of Police Stephanie Foley.
Outside investigator Stacy Gabriel of the Scottsdale-based law firm Gabriel & Ashworth PLLC conducted the investigation, which looked into complaints made by Chief Foley against former Mayor Jablow and his counter-complaint against her.
The Sedona City Council voted unanimously to make the 23-page report public on October 14.
The investigation found that one of Chief Foley's four allegations was substantiated, two were partially substantiated, and one was not substantiated.
As for former Mayor Jablow's allegations, four were not substantiated, and a fifth allegation was deemed "not applicable" because it involved the former city manager, not the chief.
